The contract period is 36 months with a total contract value of $19 million. Deliverables include up to 6 preliminary assessment reports (due within 14 calendar days of project sponsor meetings), 8 full project reports (due within 30 calendar days, with revisions within 14 days), a DS Tracker spreadsheet maintained monthly, and 1 final comprehensive report. Reports must address Terms of Reference, budgets, U.S. supplier databases, contact lists, and infrastructure risk screenings aligned with USTDA funding criteria and Executive Orders 14154, 14260, and 14299.

Evaluation criteria weigh technical approach and expertise equally, with separate consideration of past performance of similar scope and complexity within three years and price reasonableness.
