About this opportunity

The National Institute of Standards and Technology (NIST), a civilian agency under the Department of Commerce, issued this Special Notice on December 5, 2025, to announce its intention to procure an annual membership fee from the Global Accreditation Corporation, Inc. (GAC) on a sole source basis. NIST justifies this sole source procurement under FAR 13.106-1(b)(1), citing GAC's exclusive status as the organization that facilitates technical cooperation between National Metrology Institutes and Designated Institutes. The procurement will result in the issuance of a firm fixed-price Purchase Order for a one-year period commencing on or about January 1, 2026. This notice is categorized under NAICS 813920 (Professional Organizations) and PSC U005 (Education/Training—Tuition/Registration/Membership Fees), with a size standard of $23.5 million in annual revenue.

Although this is a sole source procurement and not a competitive solicitation, NIST has invited interested parties to submit written responses demonstrating their bona fide capability to fulfill the requirement by the December 15, 2025 deadline at 5:00 PM EST. Responses must be submitted via email to harry.brubaker@nist.gov, with no telephone inquiries accepted. The Government will use responses primarily to determine whether to conduct a competitive procurement in the future, with the final decision to compete resting solely within Government discretion. To participate, interested organizations must provide sufficient documentation establishing their capability to provide the membership services that GAC currently offers, including technical cooperation coordination, General Assembly representation, working group participation, research content maintenance, member publications management, and signatory membership administration.
