About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has published a Special Notice announcing its intent to negotiate a sole source contract with PRO-OCEANUS SYSTEMS INC, a Nova Scotia-based company, for Mini CO2 & CO2-Pro CV Submersible pCO2 Sensors. This procurement is being conducted by NOAA's Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), specifically for the Great Lakes Environmental Research Laboratory (GLERL). The sensors are required for delivery to Muskegon, Michigan, and will be deployed in Great Lakes aquatic environments, particularly Lake Erie. The sole source determination is based on NOAA's assessment that PRO-OCEANUS SYSTEMS INC is the only vendor capable of manufacturing and distributing these specialized acidification sensors that meet GLERL's technical specifications. The procurement falls under FAR 13.106-1(b)(1) authority and is classified under NAICS code 334519 for Other Measuring and Controlling Device Manufacturing.
The purpose of this procurement is to acquire high-accuracy pCO2 sensors specifically designed for monitoring rapidly changing carbon dioxide levels in the Great Lakes environment, with delivery required within 60 days of contract award. The Special Notice has a response deadline of July 25, 2025, which is 15 days after publication. While this is intended as a sole source procurement, other firms that believe they can fully meet the government's requirements may submit substantiating documentation to challenge the sole source determination. The sensors must provide the highest accuracy rate with fast transmission capabilities to ensure data reliability and timeliness for GLERL's carbon dioxide and acidification analysis. Contractors interested in responding must submit written documentation only, as oral communications are not acceptable. The government retains sole discretion in determining whether to conduct this procurement competitively based on any responses received.
Notice text
***The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), Great Lakes Environmental Research Laboratory (GLERL), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with PRO-OCEANUS SYSTEMS INC located in Nova Scotia, Canada for Mini CO2 & CO2-Pro CV Submersible pCO2 Sensors to be delivered to Muskegon, MI.
***The sole source determination is based on NOAA’s requirement that PRO-OCEANUS SYSTEMS INC is the only vendor that manufactures and distributes these PC02 acidification sensors. This specific sensor set up is what is needed to deploy on the Great Lakes. Specifically, in the Lake Erie aquatic environment, which has rapidly changing carbon dioxide levels. This sensor has the highest accuracy rate with the fastest transmission required for PCO2 needed to ensure data reliability and timeliness. These sensors are utilized throughout NOAA and meet the requirements that are needed for data collection for carbon dioxide and acidification with the highest accuracy rate needed for GLERL analysis. Other sensors do not meet GLERL technical specifications.
Delivery within 60 days from date of award.
***This notice of intent is not a request for competitive proposals and no solicitation package is available.
