About this opportunity
This Special Notice from the US Army Corps of Engineers Engineer Research and Development Center concerns the award of a firm fixed price sole source contract. The Center's Geotechnical Structures Laboratory Concrete and Materials Branch requires a Gleeble 3500 Thermo Mechanical Simulator to support research in materials and modeling for force protection.
The notice provides contractors until June 21, 2021 to submit capability statements for consideration, though no competitive solicitation was issued as Dynamic Systems Inc., as the only vendor able to meet requirements, will receive the sole source contract award. Interested parties must have a North American Industry Classification System code of 334519, with a small business size standard of 500 employees, and submit responses to the specified contract specialist by the stated deadline. The simulator will support insitu direct resistance high-speed heating to physically simulate advanced manufacturing techniques under compression and tension loads up to 10 tons at a 1 meter per second stroke rate, in support of the Branch's research initiatives.
Notice text
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to award a firm fixed priced contract to Dynamic Systems Inc. (Cage Code: 24345) on a sole source basis pursuant to Federal Acquisition Regulation (FAR) 13.5 in accordance with 41 U.S.C. 1901, Simplified Acquisition Procedures. The Geotechnical Structures Laboratory (GSL) Concrete and Materials Branch (CMB) has been conducting research in the area of Materials and Modeling for Force Protection (MMFP). To successfully complete the research and build upon previous capabilities, the CMB requires a thermomechanical testing system with direct resistance high-speed heating to physically simulate multiple advanced manufacturing techniques. The system must have the capability to meet compressive and tensile loads of 10 tons, stroke rate of 1 m/sec and provide insitu direct resistance high speed heating. The Gleeble 3500-GTC Simulation System manufactured by Dynamic Systems Inc., a small business, has been identified as the only system with the ability to provide insitu direct resistance high speed heating. As a result, Dynamic Systems Inc. is the only vendor who can meet the government’s requirement.
The intended procurement will be classified under North American Industry Classification System (NAICS) 334519 – Other Measuring and Controlling Device Manufacturing, with a Small Business Size Standard of 500 employees. The Government intends to procure from only one source under the authority of FAR 13.106-1(b) using simplified acquisition procedures. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 2:00 PM CST, 21 June 2021. Interested parties may submit information for consideration by the government to: angela.m.stokes@usace.army.mil
