About this opportunity
The Navajo Area Indian Health Service's Gallup Indian Medical Center (GIMC) in Gallup, New Mexico, has issued a Notice of Intent to single-source a non-competitive Blanket Purchase Agreement (BPA) with Industrial Water Engineering, Inc. This special notice, posted on April 8, 2026, is issued by the Department of Health and Human Services Indian Health Service, a civilian federal agency. The procurement seeks to provide water chemicals for boilers and water-cooling towers on an as-needed basis for the facility's Facility Management Department. The single-source award is being justified under RFO-FAR 6.103-1, citing that only one responsible source is available to meet the agency's unique requirements based on proprietary integration. Interested parties other than the named contractor may submit a capability statement to demonstrate their ability to provide these services.
The purpose of this special notice is to formally announce the government's intent to award a sole-source contract while providing competing vendors an opportunity to challenge the single-source justification by submitting capability statements. The critical deadline for submission is 10:00 AM Mountain Time on Tuesday, April 14, 2026, with all submissions directed via email to the Contract Specialist, Mr. Stephen Silversmith. The proposed contract will run for a base year from May 1, 2026, through April 30, 2027, with four optional one-year renewal periods extending through April 30, 2030. While the special notice does not specify exclusive eligibility criteria, supporting documentation includes an Indian Economic Enterprise Representation Form, suggesting contractors may need to demonstrate Indian Economic Enterprise status under the Buy Indian Act to participate. The government has explicitly stated it is under no obligation to consider responses or issue a competitive solicitation, and any decision to conduct a competitive procurement remains solely within the government's discretion.
