About this opportunity

The Indian Health Service, under the Department of Health and Human Services, issued a Special Notice on December 8, 2025, announcing its intent to award multiple Blanket Purchase Agreements (BPAs) for housekeeping and janitorial supplies to the Navajo Area Indian Health Service Gallup Service Unit in Gallup, New Mexico. The notice indicates that three vendors—Flatwater Group, Inc., Lakota Enterprises Inc., and Nor-Kem Distributors Inc.—have been selected to establish BPAs with the government. This procurement is designated as an Indian Small Business Economic Enterprise set-aside, reflecting the government's commitment to supporting minority-owned business enterprises. The supplies to be procured include various janitorial items such as trash liners, biohazardous bags, bathroom tissue, paper products, cleaning chemicals, microfiber supplies, and dispensers.

The primary objective of this procurement is to establish reliable on-demand supply sources for the Gallup Service Unit's housekeeping operations over an extended contract period. The base period runs from January 15, 2026, through January 14, 2027, with four optional one-year renewal periods extending through January 14, 2031, allowing the government flexibility to maintain consistent supplier relationships. Interested vendors not currently awarded a BPA may submit capability statements, price lists, and catalogs to the contracting officer by December 23, 2025, at 10:00 AM MST via email only, with the understanding that additional BPAs may be established if deemed in the government's best interest. Eligible contractors must meet the small business size standards for NAICS code 325612 (Polish and Other Sanitation Good Manufacturing), which specifies a maximum of 900 employees. This multiple-award BPA approach is intended to maximize competition while ensuring the government maintains sufficient supply sources for its operational needs.
