About this opportunity

The Department of the Treasury Internal Revenue Service intends to award a sole-source contract for Gigamon end-of-life replacement and expansion support, with an estimated total value of $10,563,975.87, on a limited-sources justification under FAR 16.505(a)(4) for brand name specifications.

The IRS conducted extensive market research evaluating eighteen commercial packet-broker vendors. After final testing, only Gigamon met all 18 must-have requirements and 4 should-have requirements. Keysight and Cisco each failed critical capabilities including IPv6 compliance, ERSPAN aggregation, agent-based decryption, and cloud-environment integration. Gigamon is the only evaluated COTS solution meeting the IRS's full technical and operational requirements for enterprise-scale packet brokering at production traffic levels.

The contract covers hardware, software licenses, subscriptions, maintenance, and related components supporting intrusion detection technology for the Cybersecurity Operations Computer Security Incident Response Center (CSIRC) and packet distribution technology for the Trusted Internet Connection Common Communication Gateway (CCG). Place of performance includes Ogden, UT; Martinsburg, WV; Memphis, TN; New Carrollton, MD; Detroit, MI; Austin, TX; Kansas City, MO; Covington, KY; Fresno, CA; Andover, MA; Chamblee, GA; Brookhaven, NY; and Philadelphia, PA. The base performance period runs from September 14, 2026 through September 13, 2027, with four optional one-year renewal periods extending through September 13, 2031. The base year value is $3,486,039.70. Award will be made through NASA SEWP V authorized resellers using lowest priced technically acceptable criteria. NAICS 541519; PSC 7G21.
