The Giant Voice system is an integrated mass alert notification and warning system designed for use during emergencies, exercises, severe weather alerts, and other critical communications needs. The government intends to issue a sole source contract to American Signal Corporation, the incumbent contractor, under the authority of 10 U.S. Code Section 2304(c)(1). This is a Synopsis of Contract Action (SOCA) notice rather than a formal solicitation, and the applicable North American Industry Classification System (NAICS) code is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34,000,000.
Interested parties have until March 6, 2026, to respond to this notice by submitting company information on official letterhead that demonstrates their capability to perform the work. The contract will be structured as a firm-fixed-price definitive contract with four option years, and all responsible sources are eligible to respond regardless of business classification. It is important to note that no reimbursement will be provided for response costs and no contract award will be made based solely on the response to this notice.
