About this opportunity

The U.S. Agency for International Development (USAID) is seeking an Alaska Native Corporation (ANC) to implement the Global Health SURGE (GH SURGE) Activity, which will provide high-quality technical expertise for designing and supporting U.S. Government health objectives. The contract will focus on delivering short-term (1-90 days) and medium-term (91-130 days) consultants across Foreign Assistance Health Areas, including HIV/AIDS, malaria, tuberculosis, maternal/child health, and family planning. Key requirements include maintaining a database of at least 6,000 consultants, responding to requests within 3 business days, and providing 3 candidates per assignment. The RFI has a response deadline of January 3, 2025, at 4:00 PM EDT, with submissions to be sent via email to mwaez@usaid.gov and stierney@usaid.gov. Evaluation criteria will likely focus on the contractor's ability to quickly mobilize qualified consultants across diverse global health domains.

The opportunity is designated as an 8(a) Sole Source contract specifically targeted at Alaska Native Corporations. The anticipated award value is up to $25 million, categorized under NAICS code 541690 for Other Scientific and Technical Consulting Services. The contractor must ensure at least 33% of proposed candidates are local consultants when security clearances are not required and develop cost estimates within two weeks of assignment requests. This contract builds upon previous similar USAID initiatives such as GH Pro, GH Tech, POPTECH, MEDS, ASSIST, SYNERGY, and most recently GH-TAMS. The program will require extensive logistical support, documentation management, and the ability to provide technical assistance for strategic planning, program design, and health-specific technical support across multiple global health disciplines.
