About this opportunity
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center- Construction Engineering Research Laboratory (ERDC-CERL) is soliciting offers for the procurement of 333 custom-fabricated glass fiber reinforced polymer (GFRP) composite laminate specimens across four different types and thicknesses. These specimens will be manufactured using vacuum infusion processes with specific technical requirements including Hetron 606FR Epoxy Vinyl Ester Resin and ECR-glass stitch bonded fabrics, with extremely tight tolerances for thickness (±0.016") and controlled fiber volume fractions ranging from 45-60%. Offerors must demonstrate ISO 9001 compliant quality systems, at least five years of experience in manufacturing similar products using vacuum infusion, provide records of five previous successful fabrications, and submit a two-page draft fabrication plan. The government will evaluate offers based on technical capability, experience, and price, with particular emphasis on the bidder's ability to meet the exacting manufacturing specifications required for research-quality mechanical test data. Proposals are due by 11:59 AM on June 11, 2025, and must be submitted electronically to CERL-CT-Quotes@usace.army.mil.
This procurement is designated as a Total Small Business set-aside under NAICS code 326199 (All Other Plastics Product Manufacturing), with no incumbent contractors identified in the documentation. The total procurement includes 105 flexural testing specimens, 210 compressive testing specimens, and 9 laminate panels organized into multiple specimen groups with varying thicknesses and configurations. The contract requires delivery within 120 days after purchase order award, though no specific contract value or budget range is disclosed in the solicitation materials. Performance will take place in Champaign, Illinois, where the specimens will be used for research purposes that require publication-quality mechanical test data. The technical complexity of the requirement is evident in the government's responses to bidder questions, which indicate flexibility in manufacturing approaches while maintaining strict adherence to dimensional and material property specifications.
