About this opportunity
Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price contract to Gexcon, Inc. for Gexcon X-Suite Software on a sole source basis, with capabilities statements due August 27, 2026. The procurement is noncompetitive under FAR Part 12.102(a) authority, and the Contracting Officer has approved the restriction of competition based on restrictive intellectual property rights and exclusive licensing agreements held by Gexcon AS.
Place of performance is Westlake, MD 20817. The software suite enables the Fire Protection Group to assess risk and consequence of shipboard fire and explosion hazards, supporting Naval Sea Systems Command technical warrant holders addressing emerging threats such as lithium battery fires. The core FLACS computational fluid dynamics code performs Quantitative Risk Analysis with validated accuracy for blast overpressure, shockwave propagation, and toxic or flammable gas dispersion modeling in congested naval engineering spaces and magazines. The Porosity Distributed Resistance model is calibrated against 40 years of large-scale explosion testing with sub-grid geometry resolution to one inch. Market research confirmed that Gexcon lacks an authorized U.S. agent or reseller and that alternative CFD tools (exploCFD, Ansys Fluent, DNV KFX/EXSIM, generic RANS solvers) lack validated accuracy for naval casualty scenario complexity without substantial re-validation. Delivery is September 30, 2026. The contractor must provide three virtual training days for the EFFECTS & RISK CURVES module for three users and deliver licensing capable of local hosting on NSWCCD IT infrastructure. Submissions should include price, FOB point, point of contact, GSA contract number if applicable, business size, and payment terms, directed to tracy.l.mcdonough2.civ@us.navy.mil. NAICS 513210, Software Publishers; PSC 7A21, IT and Telecom—Business Application Software (Perpetual License Software).
