Place of performance is Seoul, South Korea. This is a negotiated, fixed-price construction contract with a mandatory 90-calendar-day performance period from Notice to Proceed. Contractors must remove existing 72,000 BTU capacity HVAC units, install new compatible geothermal units, modify ductwork, dispose of debris, and provide one-year warranty. Work is performed Monday through Friday, 08:00–17:00, with advance approval required for schedule variations.
Qualification requirements include proven experience with at least two similar geothermal HVAC replacement projects completed within the past five years, evidenced by Construction Association of Korea, Narajangter, or KISCON certifications. Submissions must include two volumes: Volume I with Standard Form 1442, pricing breakdown, and representations/certifications; Volume II with management/technical proposals, contractor establishment proof, project manager resume, licensing documentation, past performance records, materials list, construction schedule as a bar chart, and HVAC equipment specifications confirming 72,000 BTU minimum capacity. Performance and payment bonds of 20% of contract price are required within five days of award. General liability insurance minimums are W100,000,000 per occurrence and W200,000,000 cumulative for bodily injury and W50,000,000 per occurrence and cumulative for property damage, with the U.S. Government named as additional insured. Enclosed is a Request for Quotations (RFQ) for the replacement of ten aging HVAC units for diplomatic residence within the Yongsan Embassy Housing (YEH) compound, Seoul, Korea. If you would like to submit a quotation, follow the instructions in Section J of the solicitation, complete the required portions of the attached solicitation document, and submit it to the address shown on the Standard Form 1442 attached in the file.
