About this opportunity
The Department of the Army Missouri Army National Guard has issued a Request for Information (RFI) for a design-build project to convert an existing administrative facility's HVAC system at the 131st Bomb Wing in St. Louis, Missouri to a geothermal heat pump system. The anticipated construction value is between $100,000 and $250,000, and the project will include updating the existing boiler, heating fan coil units, and window air conditioning units to a centralized geo-exchange system and installing direct digital controls for the building's energy management system. The design process will follow Air National Guard (ANG) Engineering Technical Letter (ETL) 24-02, ANG Design Objectives and Procedures. The goals of this RFI are to identify qualified design-build firms familiar with DoD and ANG design processes, learn more about available geothermal systems, and gather information to determine small business and other socioeconomic set-aside opportunities.
This opportunity is not set aside for any specific business size or socioeconomic category. The agency anticipates there will be additional geothermal project requirements in future fiscal years as the installation's HVAC systems are modernized. A draft Statement of Work will be posted to SAM.gov to gather feedback prior to a formal solicitation, which is currently planned for Fiscal Year 2025.
