Notice text

USACE, Engineer Research and Development Center (ERDC) intends to award a new firm fixed price contract to Creare, LLC for the support to integrate and transition the Geospatial Weather Affected Terrain and Conditions (GeoWATCH) tool to the United States Air Force (USAF).

The GeoWATCH capability was developed under SBIR Phase 1 and Phase 2 contracts, and therefore Small Business Innovative Research (SBIR) data rights apply. This contract represents a Phase-3 project, and therefore according to the SBIR program the government has the right to sole-source with Creare. LLC for the work with no dollar limit based on the SBIR Reauthorization Act as well as the SBA SBIR/STTR Policy Directive.

The GeoWATCH software was developed for the U.S. Army under a USACE-sponsored SBIR award and as such Creare, LLC maintains SBIR rights on the software. The GeoWATCH software is unique in that it singularly has the ability to acquire and use authoritative soil moisture products from the USAF 557th Weather Wing, increase the resolution of those products from 25km spatially to 30-meter (or finer in some cases) spatially for all global land areas, and links in ERDC developed soil strength and cross-country mobility models. This specific type of integrated software and geospatial product technology has not been replicated by any other commercial provider via a real-time, globally demonstratable system.

The Government intends to procure from only one source under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by paragraph 6.302-1(a)(2)(iii) (A) of the Federal Acquisition Regulation (FAR), entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

There are no set-aside restrictions for this requirement, however, the proposed contractor qualifies as a Total Small Business under the advertised North American Industry Classification System (NAICS) code. The intended procurement will be classified under NAICS 541715 with a Size Standard of 1,000 employees. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. Parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Capability statements shall be submitted only by email with Subject Line "Geospatial Weather Affected Terrain and Condition (GeoWATCH) Special Notice" CHL-CT-QUOTES@usace.army.mil. Statements are due by 2:00 PM Central Standard Time, 5 September 2022.
