About this opportunity
The Department of Homeland Security Office of Procurement Operations has awarded a sole-source Blanket Purchase Agreement to Environmental Systems Research Institute, Inc. (ESRI) for geospatial information software services on May 28, 2026, with an estimated total value of $54.5 million over five years.
The justification rests on ESRI's status as the exclusive owner and provider of proprietary geospatial software with specialized capabilities including data fusion and visualization, geocoding, spatial analysis, line-of-sight analysis, asset routing, geostatistical analysis, and consequence assessment modeling. Market research reviewed 22 vendor responses; only ESRI provides the comprehensive desktop, server-side, and web-based geospatial suite required, and ESRI does not permit third-party resale or support. DHS has integrated ESRI software across mission-critical systems since 2006 for border protection, critical infrastructure assessment, disaster response, law enforcement tracking, search and rescue operations, and security planning. Transition to alternative platforms would create prohibitive costs and operational risks.
The BPA is a follow-on procurement under the existing Enterprise License Agreement (BPA #70RTAC21A00000010) on the GSA FSS contract GS-35F-253CA. It covers enterprise license maintenance for category A and B software, technical services for architectural design and system implementation, internet services for geospatial content, technical support and helpdesk services, instructor-led and online training, and temporary surge licenses during incidents of national significance. The agreement supports over 5,000 ESRI software installations across DHS. The structure comprises a $10.9 million base year with four optional years at approximately $10.9 million annually. DHS will conduct annual reviews to confirm best value and pursue additional price reductions.
