About this opportunity
The U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center, acting on behalf of the Natural Resources Conservation Service (NRCS), has issued a Notice of Intent to Sole Source for the renewal of Geo Studio software licenses. The procurement involves acquiring 15 total network licenses across four specialized geotechnical analysis applications: SLOPE/W (6 licenses), SEEP/W (6 licenses), SIGMA/W (2 licenses), and QUAKE/W (1 license). These software applications are currently utilized by NRCS engineers in state offices and national centers for complex engineering projects involving slope stability, seepage, settlement, and seismic analysis. The licenses are essential for designing complex earthen structures such as embankments, slopes, and foundations for NRCS conservation engineering projects. The agency intends to award this sole source contract to Bentley Systems, Incorporated of Exton, Pennsylvania.
The primary purpose of this Special Notice is to announce the government's intent to procure these specialized software licenses without competition, as justified under FAR 13.106-1(b)(1). Interested contractors have until September 27, 2025, to respond with clear and convincing evidence that competition would be advantageous to the government. The procurement covers a one-year subscription period from September 30, 2025, to September 29, 2026, structured as a firm fixed price purchase order. Any potential contractors seeking to challenge the sole source decision must demonstrate their capability to provide equivalent software functionality and address the significant training costs that would be associated with transitioning to alternative platforms. The justification for sole sourcing is based on the unique nature of the software and the specialized requirements for complex geotechnical analysis that only Bentley Systems' Geo Studio suite can adequately fulfill for NRCS engineering operations.
