About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 is issuing a Sources Sought Notice to identify qualified contractors capable of providing preventative maintenance, corrective maintenance, and routine technical support services for Cepheid GeneXpert XVI molecular diagnostics equipment at the Long Beach VA Medical Center in Long Beach, California. The required services include 24/7/365 technical telephone support, annual on-site preventative maintenance inspections with training, corrective maintenance with a 98% uptime guarantee, loaner equipment provision, software updates, and OEM-manufactured parts with associated labor. Contractors must demonstrate the ability to respond to service requests within two hours by phone and be onsite within four hours, maintain full-time service provider qualifications, and possess access to complete service manuals and diagnostic software keys. Evaluation will be based on contractors' demonstrated capability to comply with all requirements, supported by detailed evidence of their qualifications and resources. Responses must be submitted via email to Contract Specialist Katharine Robert at katharine.robert@va.gov no later than 11:00 AM Mountain Standard Time on February 18, 2026, with no inquiries accepted prior to submission.

This procurement carries no set-aside designation, and the incumbent is the original equipment manufacturer, Cepheid, to whom the VA intends to award a sole source contract if no qualified alternative contractors respond to the Sources Sought Notice. The anticipated one-year service agreement will run from April 1, 2026 through March 31, 2027, covering a single piece of equipment identified as GeneXpert XVI with Equipment ID 171457 and Serial Number 120002664. Preventative maintenance must be scheduled during normal business hours (Monday-Friday, 7:30 AM to 5:00 PM PST) at manufacturer-recommended frequency, and all service documentation must be provided within five business days. Interested parties must include their SAM UEI and business size status in their responses and comply with VA badging and HSPD-12 requirements to be considered. No specific contract value has been disclosed in this Sources Sought Notice.

This is a Sources Sought Notice only. This Sources Sought Notice is not a request for competitive quotes and no solicitation is available. All interested parties must respond to the Sources Sought Notice announcement. Any responses received will only be considered for the purposes of determining whether to conduct a set-aside competitive procurement in lieu of a sole source contract. All interested parties must include their SAM UEI and business size status in their response. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement.

The purpose of this notice is to determine if there are interested contractors that are capable of providing preventative maintenance, corrective maintenance, and routine technical support services for VA owned Cepheid GeneXpertXVI equipment for the Long Beach VA Medical Center located at 5901 E 7th St. Long Beach, CA 90822. The Cepheid GeneXpert system is a molecular diagnostics platform designed for high-throughput testing, allowing for efficient sample extraction, Polymerase Chain Reaction (PCR) amplification, and detection. The Joint Commission Regulatory Compliance: Title 42 § 482.41 and EC.02.04.03 state that all medical devices must meet the OEMs recommendation for preventative and corrective maintenance, even if only the OEM can provide that support.

Responses must be submitted via email only to Contract Specialist: Katharine Robert at katharine.robert@va.gov no later than 11:00 AM Mountain Standard Time, February 18, 2026.

If there are no interested parties capable of providing the required services, the Government intends to issue a Sole Source, Firm-Fixed Price Award to the OEM, Cepheid.
