About this opportunity
The Indian Health Service (IHS), a component of the Department of Health and Human Services, published this Special Notice on December 12, 2025, announcing its intent to award a firm fixed-price sole source contract to Kodiak Power Solutions for generator and transfer switch maintenance services. The contract will serve the White Earth and Naytahwaush Service Units located in Ogema, Minnesota. This sole source action is being issued under Federal Acquisition Regulation (FAR) 13.501(a), which permits awards when only one source is reasonably available. The work involves specialized maintenance on generator equipment, high voltage transfer switch breakers, and compliance reporting for AAAHC accreditation. The contract is valued at $108,500 and is classified under NAICS 561210 (Facilities Support Services) and PSC J059 (Maintenance/Repair/Rebuild of Equipment—Electrical and Electronic Equipment).
The primary purpose of this sole source award is to secure specialized generator and transfer switch maintenance services that leverage Kodiak Power Solutions' proprietary Com-App WebSupervisor remote monitoring system, which enables off-site monitoring and reduces emergency callbacks. Interested parties must submit responses by December 19, 2025, to Purchasing Agent Winona Kitto at winona.kitto@ihs.gov, though this is not a competitive solicitation. Any interested contractor submitting a response must provide clear and convincing evidence that competition would benefit the government, including detailed technical capabilities and information demonstrating their ability to meet the specific requirements. Eligible respondents must demonstrate capability to maintain both Gillette and Cummins generators, provide high voltage transfer switch breaker specialty maintenance, and deliver AAAHC compliance reports. This notice is intended to determine whether a competitive procurement should be pursued rather than proceeding with the sole source award to Kodiak Power Solutions.
