About this opportunity

This cost reimbursement contract was awarded by the Department of the Air Force Materiel Command Research Laboratory to Northeastern University for $3,415,475. Under the contract, Northeastern University will conduct research and development efforts to generate asymmetric obscurants using adaptive Janus aerosols. A cost reimbursement contract was deemed most suitable given the uncertainties in pricing this research and development effort, and the lack of precise specifications which prevented accurate cost estimation for a fixed price or incentive contract.

Notice text

This was awarded as a cost reimbursement contract due to the uncertainties in pricing this effort. in selecting the appropriate contract type, the contracting officer considered the factors in FAR 16.104. In addition, the contractor's accounting system is adequate for determining costs applicable to the contract or order. Adequate Government resources are available to award and manage the risk inherent in a cost reimbursement contract, and appropriate Government surveillance during performance will provide reasonable assurance that efficient methods and effective cost controls are used. Furthermore, a cost-reimbursement contract type is suitable for use with this research and development effort because uncertainties involved in contract performance and the absence of precise specificiations do not permit costs to be estimated with sufficient accuracy to use any type of fixed price or incentive contract.

Awarded contract FA8650-22-C-7208 to Northeastern University for 3415475.00 on 2022-07-26.
