About this opportunity

This pre-solicitation notice seeks proposals to provide the Generalized Emulation of Microcircuits (GEM) program through a follow-on contract to the current effort with SRI International. Administered by the Defense Logistics Agency Land and Maritime, the program aims to replace otherwise non-procurable microcircuits through form, fit and function equivalents using GEM technology. Proposers must demonstrate the capacity to produce and deliver emulated devices under both a core production effort and delivery order services for engineering and technology extensions. Evaluation will consider the offeror's ability to meet these objectives over the base period of five years and a six-month option. The solicitation is scheduled to issue on August 3rd, 2018 with proposals due September 4th.

No set-aside designation will be applied. The work involves emulation of microcircuits under NAICS 334413 and PSC codes assigned to semiconductor and related device manufacturing. As the incumbent, SRI International may compete for award of the follow-on production contract valued at an estimated amount to sustain delivery of replacement parts over the five to six and a half year period of performance.

Update #4 · Latest ·

The purpose of this amendment to the synopsis is to notify the solicitation will not be posted on DIBBS. The Government will procure this is requirement in a sole source procurement. The Government will only negotiate with SRI International (03652). The solicitation will be made available upon request until October 05, 2018. All responsible sources may submit a capability statement or proposal, which shall be considered by the agency.
The Generalized Emulation of Microcircuits (GEM) Program provides form, fit, function and interface (F3I) replacement parts for some otherwise non-procurable FSC 5962 microcircuits. The proposed acquisition is a follow on to the current GEM contract with SRI International that provides a microcircuit capability the supports production, redesign, and sustainment requirements. The overall objective of the forthcoming procurement is to provide emulated microelectronic devices to meet the needs of DoD in providing for readiness and logistical support. Under the core effort of the proposed contract, the contractor must maintain the capacity to produce and deliver microelectronic devices meeting F3I requirements using GEM technology. Under the delivery order effort of the proposed contract, the contractor must be able to deliver emulated microcircuits, provide engineering services, and provide GEM technology extensions and design efforts. A contract with one (1) five-year base and one (1) six-month option period is contemplated.
