About this opportunity

The General Services Administration (GSA) Public Buildings Service is seeking to lease approximately 25,248 to 26,510 square feet of contiguous office and related-use space in Tampa, Florida. The GSA is evaluating alternative space options as its current Tampa lease approaches expiration, with the determination to relocate contingent upon economic advantage and the availability of suitable alternatives. Critical requirements include that the space must be located within a single floor of an office building with the entrance positioned within 2,640 walkable linear feet of a public bus stop, meet all federal fire safety, accessibility, seismic, and sustainability standards, provide parking in accordance with local code plus three reserved spaces, and exclude any locations within the 1-percent-annual-chance floodplain. A fully serviced lease arrangement is mandatory. The Pre-solicitation Notice was posted on March 3, 2026, with a deadline for responses or questions due on March 24, 2026, allowing potential lessors approximately three weeks to prepare and submit their proposals. The GSA will evaluate submissions by considering the availability of compliant space and the total economic impact of relocation costs, including physical move expenses.

This opportunity carries no set-aside designation and is open to all qualified commercial real estate lessors in the NAICS category 531120 (Lessors of Nonresidential Buildings). The contract will be structured as a fully serviced lease with a firm term of 10 years and a full lease term of 15 years, representing a substantial long-term commitment for the selected lessor. While no specific budget range or award value is provided in the Pre-Solicitation Notice, the square footage requirement, service demands, and extended lease term indicate a significant commercial real estate transaction. The specific delineated geographic area in Tampa encompasses a defined region bounded by SR 589/Veterans Expressway, SR 568, SR 597, U.S. 41, Interstate 275, and SR 60, providing lessors with clear geographic parameters for identifying qualifying properties.

The U.S. Government currently occupies office and related space in a building under a lease in Tampa, FL, that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.

Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR).
