About this opportunity

The General Services Administration (GSA) Public Buildings Service Region 6 is seeking to lease a specialized flexible space in the Brownsville/Harlingen, Texas area for a law enforcement agency. The procurement is for a facility ranging between 13,112 and 13,500 square feet, specifically configured with 5,065 square feet of office space and 8,047 square feet of warehouse space. Stringent requirements include 24/7 accessibility, a preference for second-story office locations, secure entry methods, and strict proximity restrictions from sensitive locations like schools, daycare centers, and social service facilities. The lease will have a 17-year total term with a 15-year firm term, and the selected property must meet comprehensive government standards for fire safety, accessibility, seismic stability, and sustainability. Expressions of interest are due by April 21, 2025, with an estimated market survey scheduled for May 5, 2025, and projected occupancy by August 5, 2025.

The solicitation is not designated with any specific set-aside, making it open to all qualified commercial real estate providers. The warehouse component has particularly detailed requirements, including a mandatory 20-foot ceiling height, 50-foot setbacks from roads and property lines, the ability to accommodate 40-foot tractor trailers, and 10x12 foot dock doors with an accompanying 20x20 loading dock area. The facility must have solid 8-inch concrete walls reinforced with steel rebar and no exterior or interior perimeter windows. The property will include 41 reserved parking spaces, all of which will be surface parking. Notably, the space cannot be collocated with any entities associated with criminal elements, probation services, or social services, and must adhere to telecommunications prohibitions outlined in the FY19 National Defense Authorization Act.
