About this opportunity
The General Services Administration (GSA) is seeking to lease approximately 20,549 to 21,576 square feet of office space in Kansas City, Missouri, within a specifically delineated geographic area bounded by Highways 71, 92, 169, and Route 152. The solicitation requires a multi-tenant, multi-story building with 30 reserved parking spaces, an elevator controlled by a card reader system, and strict co-location restrictions that prohibit proximity to certain types of facilities such as probation services, drug rehabilitation centers, and residential units. Proposals must be submitted electronically through the Requirement Specific Acquisition Platform (RSAP) by May 20, 2025, with an estimated occupancy date of October 1, 2026. The government will evaluate proposals based on best value, considering factors such as location, building features, security compliance, and overall cost-effectiveness. Interested parties must be registered in the System for Award Management (SAM.gov) and comply with telecommunications and video surveillance equipment restrictions outlined in Section 889 of the FY19 National Defense Authorization Act.
The solicitation does not include a specific set-aside designation, and the lease is structured as a 15-year term with a 10-year firm commitment and one potential 5-year renewal option. The tenant improvement allowance is set at $11.30 per ABOA square foot for existing space and $61.96 per ABOA square foot for other locations, with an additional $25.00 per AOBA square foot allocated for building-specific security improvements. The space must meet rigorous government requirements, including ENERGY STAR certification, fire safety standards, accessibility guidelines, and seismic safety provisions. The lease prohibits location in flood-prone areas and requires the building to be within 1,000 feet of drug-free zones. The government is currently occupying office space in Kansas City that will be expiring, and this solicitation represents an opportunity to secure alternative accommodations that potentially offer more advantageous terms and conditions.
