About this opportunity

The Naval Air Systems Command (NAVAIR) at NAS Patuxent River, MD intends to negotiate and award a Basic Ordering Agreement (BOA) with General Electric (GE) Company for sustaining engineering, program management, and logistics support related to the H-53 T408-GE-400 engine and associated support equipment. The procurement will be conducted under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, which allows for a single-source procurement when only one contractor can meet agency requirements. GE is identified as the sole designer, developer, and producer of the T408-GE-400 engine, with unique technical capabilities that make them the only qualified source. The pre-solicitation notice was posted on March 31, 2025, with responses accepted until April 15, 2025. Interested parties may submit written responses via email to Julie Kemp or Christopher Harritt, with the government reserving full discretion to determine whether to conduct a competitive procurement.

The contract opportunity is not set aside for any specific business category and will be classified under NAICS code 336412 for Aircraft Engine and Engine Parts Manufacturing. Companies interested in potential subcontracting opportunities are directed to contact Steve Elenas, GE's Senior Contract Manager, at steve.elenas@ge.com. While specific award values are not disclosed in the pre-solicitation notice, the procurement is focused on ongoing support for a critical military aircraft engine system. The government will review all submitted information to assess potential competitive alternatives, though they maintain sole discretion in determining the procurement approach. Subcontractors and potential interested parties are encouraged to demonstrate their capabilities through written responses prior to the April 15, 2025 deadline.
