About this opportunity

The National Institute of Standards and Technology (NIST), a civilian agency under the Department of Commerce, is conducting market research to identify qualified construction contractors capable of providing general construction services for laboratory and administrative space at its Gaithersburg, Maryland campus. This is a Sources Sought notice (not a formal solicitation) seeking capability statements from both small business and other than small business construction contractors who can demonstrate experience in constructing or renovating operational research laboratories with complex infrastructure requirements, such as specialized ventilation, containment systems, cleanrooms, and instrumentation systems. The notice emphasizes that this is not a design-build procurement; all design services will be performed by others, and respondents must demonstrate construction capabilities only. Interested contractors must submit their capability statements by 1:00 PM EST on December 10, 2025. This market research effort will inform NIST's acquisition strategy for the requirement and does not constitute a binding solicitation or commitment.

NIST anticipates awarding up to five contracts under this General Construction Multiple Award Task Order Contract (MATOC) with no specific set-aside designations. The contract will have a four-year period of performance divided into four 12-month ordering periods, during which contractors may be assigned task orders for various construction and modification activities including fire alarm and suppression systems, electrical and HVAC installations, laboratory system modifications, building envelope work, interior renovations, and site utilities construction. Work will be performed during regular business hours (Monday through Friday, 6:00 AM to 7:00 PM EST) at the NIST Gaithersburg Campus. No specific budget range or maximum award value has been disclosed in this pre-solicitation notice. Contractors must demonstrate compliance with stringent safety requirements, including detailed safety planning, personal protective equipment provisions, health hazard assessments, and Homeland Security Presidential Directive (HSPD)-12 facility and network access compliance.
