About this opportunity
The United States Marine Corps, through the Marine Corps Installations, National Capital Region, Regional Contracting Office (MCINCR-RCO), is seeking a certified Genealogist to provide professional services for locating family members of approximately 2,849 unaccounted-for Marines from World War II, Korea, Vietnam, and the Cold War. The primary objective is to identify and contact the closest living family members to collect Family Reference Samples for DNA testing, supporting the Defense POW/MIA Accounting Agency's identification efforts. The contractor must be a certified Genealogist capable of completing 1,450 cases over the contract period, with a minimum of 24 cases delivered monthly. Potential vendors are required to submit detailed responses to the Request for Information (RFI) by April 14, 2025, at 1 PM Eastern Time, addressing organizational capabilities, contract vehicles, and potential service challenges. The services will be performed at the contractor's site, with no travel required, and involve sensitive, unclassified work necessitating a mandatory Non-Disclosure Addendum.
The contract opportunity is set aside for small businesses under the North American Industry Classification System (NAICS) code 541990 for Professional, Scientific, and Technical Services. The current contract is held by Venone Public Relations LLC under a FAR 13 Open Market 100% Small Business Set-aside. While specific award values are not explicitly stated, the scope involves locating and contacting potential relatives, prioritizing maternal, paternal, and nuclear DNA-eligible family members, and reporting findings within 7-10 days of request. The contractor must establish direct contact with relatives, assemble and ship DNA kits, and handle all communications with sensitivity. This RFI serves as a market research tool to identify potential sources and refine the procurement approach, with no obligation to compensate vendors for submitted information. The comprehensive nature of the work requires a detailed understanding of genealogical research, DNA sample collection, and sensitive family contact protocols.
