About this opportunity
The Department of the Interior National Park Service Northeast Region is seeking a contractor to provide geese management services at Fort McHenry National Memorial and Historic Shrine in Baltimore, Maryland. The contractor will manage the Canada geese population using trained border collies and personnel to herd and harass geese without harming them, with the primary objectives of protecting human health and park resources from geese-related damage. The work requires daily site visits (four times per day initially, then two times per day), maintaining a daily logbook, and submitting weekly reports on geese population results. Evaluation will be based on price and a work summary demonstrating at least five years of successful geese management experience, with a minimum of three references required. A mandatory site visit is scheduled for July 11, 2025, at 10:00am Eastern Time at the Visitor Center, with quotes due by 12:00pm Eastern Time on July 31, 2025.
This solicitation is designated as a total small business set-aside with a small business size standard of $19.5 million, and no incumbent or current contractors are mentioned in the documentation. The contract will be awarded on a firm fixed price basis for a five-year period from August 7, 2025, to August 6, 2030, consisting of a base year and four option years. The work must be performed seven days per week between 7:00 a.m. and 5:00 p.m. (extended to 8:00 p.m. during summer months), with all activities conducted at Fort McHenry National Memorial and Historic Shrine in Baltimore, Maryland. The contractor must comply with federal and state regulations regarding migratory birds, particularly the Migratory Bird Treaty Act, and obtain necessary permits while working under the supervision of trained dog handlers to protect the historic site's cultural and natural resources.
