About this opportunity
The Defense Logistics Agency Land and Maritime is seeking to procure GEARSHAFT, SPUR components identified under NSN 3040-00-786-3410 for competitive acquisition. This procurement requires vendors to demonstrate manufacturing capability, quality assurance procedures, and compliance with specific technical and packaging standards, including STD-COM packaging per ASTM D 3951 and RFID capability. The component is classified as requiring engineering source approval by the design control activity to maintain part quality, meaning vendors must meet qualification procedures established by the cognizant Government engineering activity. Evaluation criteria emphasize Firm Fixed Price proposals, commercial off-the-shelf status determination, inventory availability, delivery timeframes, and quantity/price breaks. The response deadline for the Market Survey Questionnaire is March 26, 2026, with responses directed to Contract Specialist Zachary Rodriguez at Zachary.rodriguez@dla.mil.
This procurement carries no set-aside designation and is suitable for competitive acquisition on the second or subsequent occasion. Current approved sources include DEVAL LIFE CYCLE SUPPORT LLC (CAGE 11201, P/N 415922B) and RTX CORPORATION (CAGE 52661 and 77445, P/N 415922), both of which retain proprietary data rights and manufacturing knowledge essential to part quality. The Government is soliciting for an initial quantity of 105 units with an option for an additional 210 units (representing a 200 percent option), resulting in a total potential procurement of 315 units. While specific dollar values are not stated in the pre-solicitation notice, vendors are encouraged to submit pricing structure information as part of their response. Interested companies seeking to qualify as approved sources may submit applications through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program to demonstrate manufacturing capability and compliance with design control requirements.
