About this opportunity
The Defense Logistics Agency Land and Maritime is seeking to procure spur gears identified by National Stock Number (NSN) 3020-014246148 through a pre-solicitation notice issued on January 15, 2026. The agency is actively soliciting information from potential suppliers regarding their capability to manufacture these gears competitively, with the objective of identifying alternative sources beyond the currently approved supplier. Appleton Marine, Inc. is presently the sole approved source for this item, as the government has determined that competitive data is not economically available and adequate specifications cannot be drafted for a competitive solicitation without reverse engineering. The evaluation criteria will focus on vendors' demonstrated manufacturing capabilities, quality standards, and ability to produce parts equal to or superior to the current original equipment manufacturer's specifications. Interested companies must submit responses, including source approval documentation, by January 15, 2026, the same date as the posting.
This procurement carries no set-aside designation and currently lists Appleton Marine, Inc. (CAGE Code 70433) as the only approved source for manufacturing these spur gears. Vendors seeking consideration as alternative sources must submit a Source Approval Request (SAR) package through the DLA Land and Maritime Alternate Offer/Source Approval Request Program, which requires comprehensive technical documentation demonstrating manufacturing competence and product equivalency or superiority. The pre-solicitation notice does not specify an award value, quantity, or detailed timeline for contract completion, as this is a market survey phase designed to determine the feasibility of competitive procurement. Companies interested in qualifying as approved sources must maintain current SAM and ORCA certifications and demonstrate their technical capabilities relative to the original equipment manufacturer's standards. The immediate response deadline of January 15, 2026, indicates the agency's urgency in identifying potential alternative suppliers for this critical component.

NSN : 3020-014246148 Approved Source(s) – Appleton Marine, Inc (70433) ---------------------------------------------------------------------------------------------------------- The AMC/AMSC for the NSN listed above is “3/D” AMC "3" Items found to be procured from the actual mfgr or vendor, including a prime contractor who is the actual mfgr. " AMSC "D" The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Appletone Marine, Inc is the only company at this time that can provide these parts since it is not economically feasible for the government to reverse engineer the items at this time. Based on all available information provided to the Contracting Officer, no other source can provide this item. ---------------------------------------------------------------------------------------------------------- Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above. Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring. For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process. http://www.landandmaritime.dla.mil/programs/altofferor/ Thank you in advance for your assistance
