About this opportunity
The US Geological Survey's Astrogeology Team is seeking a contractor to provide a Geospatial Data Abstraction Library (GDAL) Integrated Software for Imagers and Spectrometers (ISIS3) Metadata Update to enhance the library's capability to handle planetary data processing metadata. The contractor must possess at least four years of computer science experience with expertise in satellite raster formats, C++ programming, and Python development to improve GDAL's ability to propagate ISIS3 metadata across different file formats and add warning comments during image processing operations. The primary objectives include updating planetary data system drivers and ensuring proper metadata handling for scientific data analysis workflows. Evaluation will focus on technical compliance with requirements as demonstrated through detailed work plans, past performance references, contractor qualifications, and overall technical approach. The deadline for questions was June 20, 2025 at 10:00am ET, with quotes originally due June 25, 2025 at 10:00am ET, though an amendment extended the deadline to June 30, 2025 at 12:00pm ET via electronic submission to eadam@usgs.gov.
This procurement is designated as a total small business set-aside under NAICS code 541511 (Custom Computer Programming Services) with a size standard of $34.0 million in average annual receipts. No incumbent contractor or current service provider is identified in the solicitation materials. While no specific contract value or budget range is disclosed, offerors must submit firm fixed-price quotes as part of their response package. The estimated performance period spans three months from July 1, 2025 through October 1, 2025, indicating a relatively short-term technical enhancement project. All work will be performed at the contractor's location on a 100% remote basis, allowing contractors to utilize their own infrastructure and development environments. The contract specialist Elizabeth Adam can be reached at eadam@usgs.gov or (916) 278-9441 for additional information, and all interested parties must maintain active registration in the System for Award Management (SAM) to be eligible for award consideration.
