About this opportunity
Marine Corps Systems Command, on behalf of the Portfolio Acquisition Executive Mission Systems, is conducting market research through an RFI due May 14, 2026, to identify sources capable of providing capability support and decommissioning services for the Global Combat Support System–Marine Corps (GCSS-MC), an Oracle-based ERP system supporting over 25,000 users worldwide.
The scope is strictly limited to sustaining the current system and managing its decommissioning; no enhancements or modernization efforts are included. GCSS-MC operates at 98.7% availability with 99.9% reliability and maintains 34 customized Java forms and 12 HTML forms used to manage logistics, supply, and maintenance operations across 75+ worldwide locations. The system currently processes 60+ daily Remedy help-desk requests and sustains approximately 245 annual change requests across 20+ external interfaces.
The contract structure comprises three primary efforts: a transition-in period not to exceed six months; capability support services including 24/7 help desk and user support, operations center management, database monitoring and patching, and cybersecurity compliance; and decommissioning services over a 3-year window, encompassing detailed decommission planning, secure data archiving and transformation, hardware disposition, and stakeholder communication. The Government owns Oracle perpetual licenses (Oracle Database 19c, OAM 12c, OIM 12c, OID 12c, and EBS 12.2.5) and contractor operations must remain restricted to break-fix activities and cybersecurity vulnerability remediation only—no new capabilities or functional upgrades are permitted.
Responses must address company information, relevant government contract vehicles, past Oracle ERP performance, and technical capability narrative. Vendor questions are due May 1, 2026, at 12:00 PM EST; responses close May 14, 2026, at 5:00 PM EST, limited to 20 pages, submitted electronically to hannah.thompson@usmc.mil or allison.passanita@usmc.mil.
