About this opportunity
The USDA Food Safety and Inspection Service is procuring a Gas Chromatography Tandem Mass Spectrometry (GC-MS/MS) system for the Midwestern Laboratory in Normandy, Missouri. This sophisticated analytical instrument will increase sample processing capacity across three FSIS laboratories and reduce turnaround time for chemical contaminant testing in meat, poultry, egg products, and fish. The system must meet stringent technical specifications including a mass spectrometer with ion source temperature of 150 to 350°C, mass range of 10 to 1,050 m/z, and a gas chromatograph with oven temperatures up to 450°C. The procurement includes equipment shipment, installation by factory-trained personnel within 30 days of award, on-site training, and performance verification testing. The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with quotes due by July 18, 2025, at 12:00 p.m. Eastern Time.
This acquisition is designated as a total small business set-aside under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing. According to the Q&A section, this is a brand new contract with no incumbent contractor performing these services previously. While no specific contract value is disclosed, the procurement will be awarded as a firm-fixed price purchase order with a total contract period not exceeding 12 months. The solicitation requires a single GC-MS/MS instrument system to be delivered and installed at the Midwestern Laboratory facility located in Normandy, Missouri 63121. Offerors must be registered in the System for Award Management (SAM) and provide detailed pricing along with company information and completed representations and certifications forms.
