About this opportunity

The USDA Forest Service has published a Special Notice regarding its intent to issue a sole-source contract to Li-COR Inc. for the procurement of gas/moisture analyzers at the Northern Research Station. The agency plans to acquire two 7200RS-1 analyzers and two 7200-101 Flow Modules under a firm-fixed-price arrangement. These specialized instruments will replace existing equipment used for measuring forest productivity and assessing the impacts of prescribed fire fuel reduction treatments on forest growth and quality at the Silas Little Experimental Forest. The procurement is structured as an 8(a) sole source award with an anticipated contract award date of September 2, 2025. The Forest Service justifies the sole-source approach based on the need for equipment compatibility with existing data collection workflows and meteorological equipment used in their flux tower projects.

The primary purpose of this Special Notice is to inform potential contractors of the intended sole-source procurement while providing an opportunity for interested parties to demonstrate that competition would benefit the government. The Forest Service emphasizes that the Li-COR analyzers are essential for maintaining consistency in their established data collection methods and are only available directly through Li-COR Inc. Interested contractors must submit their responses by 5:00 PM EST on August 22, 2025, to Contracting Specialist Shannon Wrobel and Contracting Officer Keith Friot via email. Any response must include clear and convincing evidence that conducting a competitive procurement would be advantageous to the government. The agency will use submitted information solely to determine whether to pursue competitive bidding instead of the planned sole-source award, and no reimbursement will be provided for costs associated with preparing capability information.
