About this opportunity
The U.S. Department of Agriculture, Agricultural Research Service (ARS) Pacific Basin Agricultural Research Center seeks contractor services to safely remove, characterize, transport, and dispose of three compressed gas cylinders with unknown contents, with questions due September 18 and quotations due September 23. The procurement is set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).
Place of performance is Hilo, Hawaii. The cylinders are legacy materials stored in a USDA building; removable steel caps have corroded and stuck, requiring specialized hydraulic equipment to detach caps and replace valves to meet shipping regulations. The contractor must provide all technical expertise to safely identify gas contents where required, package, transport, and dispose of cylinders in compliance with federal, state, and local regulations, including RCRA, 49 CFR Parts 171–180 (Hazardous Materials Regulations), OSHA (29 CFR 1910), EPA hazardous waste regulations, and State of Hawaii requirements. The contractor must hold all licenses and permits for hazardous material transportation and disposal and employ personnel trained in compressed gas cylinder handling. Work must be completed within 60 calendar days of Notice to Proceed.
NAICS code is 541620, Environmental Consulting Services, with a small business size standard of $19 million. The contract is firm-fixed price. Award will be made to the lowest price technically acceptable offer with acceptable or neutral past performance. Offerors must hold prices firm for 90 calendar days from receipt date. Site visits are encouraged prior to quotation submission. Questions should be directed to Contracting Officer Nicole Green at nicole.green2@usda.gov.

The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Pacific Basin Agricultural Research Center (PBARC), Hilo, Hawaii, requires contractor services to safely remove, characterize (if necessary), transport, and dispose of three (3) compressed gas cylinders with unknown contents (see Figure 1). The cylinders are legacy materials located in a USDA storage building and are no longer required for research operations.
Note: The removable steel cylinder caps have become corroded and stuck, making them difficult to remove. Since shipping regulations require tank valves to be accessible, specialized hydraulic equipment may be needed to detach the caps and replace the valves safely.
