About this opportunity

The National Institute of Standards and Technology (NIST) has issued a Sources Sought Notice seeking market research for procuring a specialized Gas Chromatograph with a Flame Ionization Detector and Pulsed Discharge Helium Ionization Detector (GC-FID/PDHID). This instrument is required by NIST's Gas Sensing Metrology Group within the Chemical Sciences Division to support the development of Standard Reference Materials (SRMs), NIST Traceable Reference Materials (NTRMs), and standards for international comparisons and certified compressed gas measurements. The system must include specific technical requirements such as a 6-port gas sampling valve, pneumatically actuated heart cut valve, helium mass spectrometer leak-tested valves, helium purifiers, and comprehensive software capabilities for data collection and analysis. The procurement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. Potential vendors must respond by 11:00 AM ET on July 22, 2025, submitting company details, contact information, and SAM.gov registration status via email to Rene Edwards. This is purely a market research exercise and does not guarantee a subsequent solicitation or contract award.

This opportunity does not include any set-aside designations and encourages small business participation. The Sources Sought Notice does not identify any current contractors or incumbents for this procurement. No award values or budget ranges are specified in the documentation provided. The notice requests that respondents identify any potentially restrictive requirements and suggest improvements to enhance small business engagement in the procurement process. The timeline indicates responses are due within eight days of posting, reflecting the urgent nature of this market research effort. NIST emphasizes that all responses will be used for informational purposes only as part of their procurement planning process.

Notice text

The Gas Sensing Metrology Group (GSMG) of the Chemical Sciences Division is responsible for developing, critically evaluating, and applying techniques for the identification and measurement of gaseous species. The group applies these techniques with the certification of gas standards in support of industries responding to U.S. and state regulations and fairness in trade issues. The primary concern is to provide the infrastructure for high-quality, traceable gas measurements, allowing better decision-making by industry, regulators, government officials, research scientists, and the public. Measurement services are provided through the development of reference materials including NIST Traceable Reference Materials (NTRMs), Reference Materials (RMs), Standard Reference Materials (SRMs). The GSMG needs to purchase a gas chromatograph with a flame ionization detector and pulsed discharge helium ionization detector in order to support the development of SRMs, NTRMs as well as for standards used for international comparisons and other certified compress gases.
