Notice text

The Fleet Logistics Center Jacksonville, Florida intends to solicit for contractor support to provide Garment Laundering Services in support of the Heavy Metals Program at Fleet Readiness Center South-East – FRCSE and Fleet Readiness Center Mid-Atlantic – FRCMA. The contractor shall provide services for FRC activities located at:

FRCSE:

• Naval Air Station (NAS) Jacksonville FL

• Cecil Commerce Center, FL

• Naval Station (NS) Mayport, FL

• Marine Corps Air Station (MCAS) Beaufort, SC

FRCMA:

• NAS Oceana, VA

• NS Norfolk, VA

• Voyage Repair Team (VRT), Mayport, FL

• VRT, Norfolk, VA

The Fleet Readiness Center Southeast (FRCSE) and the Fleet Readiness Center Mid-Atlantic (FRCMA) are industrial facilities that rework, repair, and overhaul various aircraft, engines, and components.

As a result of working in industrial facilities, FRCSE and FRCMA personnel’s outer garments are often soiled or contaminated with heavy metals such as lead, cadmium, and hexavalent chromium, and other chemicals such as grease, fuel, and oil. FRCSE and FRCMA do not have the necessary resources to launder these garments and require contractor support to accomplish this task.

The Government requires a local company that is capable of providing pick-up, laundering, and delivering Government furnished garments such as coveralls, scrubs tops, scrubs bottom, jackets, shorts, shirts, lab coats, welding jackets, and fabric blast capes at the above locations. In addition to offering traditional laundering services, the contractor must be qualified and certified to perform hazardous waste handling functions for the hazardous metals materials listed above.

The Government anticipates a firm fixed price requirement type contract that will include a one year base period and four one year option periods. This requirement is for full and open competition identified under North America Industry Classification System (NAICS) 812332 with the size standard of $35.5M. The complete Performance Work Statement (PWS) will be provided in the Request for Proposal (RFP). The anticipated release date of the RFP is on or about 04 April 2014. The anticipated closing date is 05 May 2014. The RFP will be made available electronically at the Navy Electronic Business Opportunities (www.neco.navy.mil) and Federal Business Opportunities (www.fedbizopps.gov) web sites.

It is the responsibility of the interested parties to independently review the referenced website frequently for updates. No paper copies of these documents will be issued. Offerors must be registered and active in the System for Award Management (SAM) database to be considered for award. See https://www.sam.gov/portal/public/SAM/ for further information and instruction.
