About this opportunity

The General Services Administration (GSA) Public Buildings Service is seeking small business contractors for a comprehensive windows and sidewalk replacement project at the Edward A. Garmatz United States District Courthouse in Baltimore, Maryland. The project involves removing and replacing original building windows with a new thermally broken aluminum window system and replacing concrete sidewalk pavers along multiple streets. The procurement will utilize a Design-Bid-Build (DBB) delivery method with a firm-fixed price contract featuring a base bid and optional components. GSA will evaluate potential contractors using best-value source selection procedures, with non-price technical factors considered significantly more important than price. Interested contractors must submit responses via a Google form by April 18, 2025, at 2:00 PM EST, with the solicitation anticipated to be released in a phased approach starting in Spring 2025.
