About this opportunity

The U.S. Army Corps of Engineers Portland District intends to issue an Invitation for Bids (IFB) for a dredging project in Oregon, specifically targeting the Garibaldi and Depoe Bay Catch Basins. The project involves removing approximately 76,000 cubic yards of material from two distinct locations in Tillamook and Lincoln County. The solicitation, identified by IFB NO. W9127N25BA004, will be available for download on approximately 18 April 2025, with bids due 30 days after advertisement. Contractors will be required to work within the environmental in-water work window for each site, with material placement designated in upland or surf-zone sites as specified in contract drawings. The procurement will utilize NAICS code 237990 for Heavy and Civil Engineering Construction.

This opportunity is set aside exclusively for small businesses, with a size standard of $37 million. The project's construction magnitude is estimated between $1,000,000 to $5,000,000. Work timeframes are specifically defined, with Garibaldi site work permitted to commence after 15 July 2025 and Depoe Bay site work starting 1 July 2025, with all project activities required to be completed by 15 March 2026. The contract allows contractors flexibility in scheduling within these prescribed windows while maintaining strict environmental and operational guidelines. Given the specialized nature of dredging work and the specific geographic requirements, potential bidders will need to demonstrate significant experience in marine construction and environmental compliance.
