About this opportunity
This Special Notice announces the USDA Forest Service's intent to award a Blanket Purchase Agreement (BPA) call for trail improvements at Rock House Trail in Wayne National Forest, located in Lawrence County, Ohio. Published on March 9, 2026, with a deadline of March 27, 2026, this notice is issued in compliance with USDA contracting policy and does not constitute a formal solicitation. The work is classified under the Other Heavy and Civil Engineering Construction category (NAICS 237990) and falls under the Repair or Alteration of Recreation Facilities program. This procurement is designated as a Total Small Business set-aside, restricting competition to eligible small business firms. The notice explicitly states that only contractors with active BPAs for the respective zone in the Region 9 Trails program are eligible to participate.
The primary objective of this BPA call is to improve approximately 2,104 linear feet of the Rock House Trail through comprehensive paving and tread improvements that will enhance accessibility and visitor safety. Contractors must address surface damage, replace water control devices, and reduce environmental impact on high-traffic areas through site preparation, drainage correction, installation of suitable paved surfaces, compaction, and restoration of trail edges. Key requirements include completion of tread reshaping, ditch work, tree root barriers, and culvert work as necessary. Only pre-approved contractors holding active BPAs under the Region 9 Trails agreements are eligible to submit quotes in response to this call order. The Forest Service will not provide feedback or evaluations to companies regarding their submissions, and interested contractors should reference the previously solicited BPA solicitations available on SAM.gov for additional details and requirements.
