About this opportunity
The United States Department of Agriculture Forest Service is seeking a contractor to reconstruct approximately 2,300 linear feet of the One Duck Trail and conduct repairs to an alpine shelter located on Prince of Wales Island in the Tongass National Forest, Alaska. The solicitation encompasses a comprehensive trail reconstruction project with multiple critical components, including aggregate surfacing, boardwalk construction, stonework, drainage improvements, and demolition of existing trail structures. Evaluation criteria will focus on past performance, technical experience, and a detailed technical approach to project execution. Proposals must include comprehensive pricing for all base and optional items, with a mandatory bid guarantee of 20% of the bid price or $400,000, whichever is less. The proposal submission deadline is March 19, 2025, with contractors required to demonstrate technical capability and compliance with specific equipment restrictions, notably prohibiting mini-excavators and track haulers while permitting helicopter operations.
The contract is designated as a total small business set-aside, specifically targeting HUBZone businesses with a 10% price evaluation preference. The estimated contract value ranges between $250,000 and $500,000, with a performance period from April 21, 2025 to August 31, 2026. The place of performance is Craig, Alaska, with strict requirements that the trail remain open to the public throughout construction, except during helicopter operations. Key project elements include installing five rest areas with benches, creating armored swales near the shelter, improving existing shelter foundations, and replacing bunk and floor boards. Contractors must also ensure public communication by announcing any trail closures on KRBD Radio, demonstrating a commitment to maintaining community engagement during the reconstruction process. The project falls under NAICS category 237990 for Other Heavy and Civil Engineering Construction and PSC category Z2LB for Repair or Alteration of Highways/Roads/Streets/Bridges/Railways.
