About this opportunity
The U.S. Forest Service seeks demolition, replacement, and relocation of vault restroom facilities with associated accessibility site work across the Stanislaus National Forest (Calaveras, Groveland, and Sugar Pine Ranger Districts, California), with proposals due August 19, 2026. The procurement is restricted to small business, with NAICS code 238190 (Other Foundation, Structure, and Building Exterior Contractors) and a $19.0 million size standard.
Place of performance is Sonora, California, spanning 14 sites across the Sierra Nevada region including Lake Alpine, Crabtree, Cherry Lake, Sourgrass, Union East, Stanislaus River, Grouse Flat, Sand Flat, Fence Creek, and Rim of the World locations. Work includes demolition of concrete, fiberglass, and wooden vault toilets (10 units); installation of new prefabricated concrete vault toilet buildings—both single (4 units) and double (5 units) configurations; and construction of asphalt and aggregate accessibility pathways compliant with ADA/ABA and Forest Service Outdoor Recreation Accessibility Guidelines. All new prefabricated buildings must be manufactured by PCI-certified vendors with minimum five years of vault toilet production experience, feature 60-inch turning diameters, 1,000-gallon minimum capacity per compartment, and include 20-year concrete and one-year component warranties.
The contract is firm fixed price with one anticipated award. The period of performance runs September 15, 2026 to September 14, 2027; contractors must commence work within 10 calendar days of Notice to Proceed and complete all work within 365 calendar days. Work is restricted to 7 AM–5 PM Monday through Friday, with public areas remaining open during construction. Seasonal restrictions prohibit work at Lake Alpine East Shore, Lake Alpine West Shore, and Rim of the World between Memorial Day and Labor Day. The contractor must furnish and maintain portable toilets at active replacement sites and comply with prevailing wage determinations CA20260007 and CA20260018. Three optional items are available: Ferretti Trailhead, Spicer Snow Park, and Cottonwood Day Use, exercisable within 30 days based on available funding.
Evaluation weighs technical approach (ability to meet delivery requirements and detailed methodology), price (fair and reasonable determination), and past performance (acceptable or neutral rating required). Award goes to the highest technically rated offeror with fair and reasonable pricing and acceptable or neutral past performance. Questions are due July 16, 2026. Offerors must acknowledge amendments 1 through 4 by the submission deadline.
