About this opportunity
The Department of Health and Human Services Food and Drug Administration (FDA), specifically the Center for Drug Evaluation and Research (CDER), has issued a Special Notice for a Justification & Approval (J&A) of a Brand Name acquisition. The notice pertains to the renewal of fifty Gallup Access workplace surveys and one Gallup Access CliftonStrengths subscription. The procurement is being conducted under Federal Acquisition Regulation (FAR) 16.505(a)(4), which allows for direct acquisition from a sole source provider. The government intends to award a Purchase Order (PO) directly to Gallup, Inc. for these proprietary services. The notice indicates that Gallup is the exclusive owner of these services, with no authorized resellers or comparable alternatives available in the market.
The primary objective of this Special Notice is to secure a business subscription for employee survey and strengths assessment tools for the FDA's CDER Office of Compliance Program Management and Analysis Staff. The subscription will include unlimited web-based employee surveys, five system administrator seats, five survey creator seats, five advanced data user seats, and various reporting capabilities. Key features include unlimited ad-hoc pulse surveys, four annual orientation calls, report export functionality, and technical help desk support. The CliftonStrengths portion includes one hour of orientation training, five administrator seats, and unlimited access to team reporting tools. The procurement will be conducted on a Lowest Price Technically Acceptable (LPTA) basis, with a base period of 12 months and four 12-month option years. Contractors must submit separate technical and pricing volumes, with the technical volume explicitly excluding any pricing information. The deadline for submission is December 19, 2024, and the award is anticipated to be made directly to Gallup, Inc.
