This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This is a Request for Quote and the solicitation number is VA101-17-Q-0334. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. This solicitation (see attached file) is targeting only Service Disabled Veterans Owned Small Business (SDVOSB). The Department of Veterans Affairs, Office of Asset Enterprise Management (OAEM) has a need for contractor to provide Commissioning Oversight.
The Department of Veterans Affairs (VA) awarded an Energy Savings Performance Contract (ESPC) that includes ECM projects for the VAMCs located at Gainesville, Bay pines, and Lake City, FL. List of ECM task orders (to be performed by ESPC contractor, Schneider Electric) are shown in Appendix-B, and shall be required Cx-O. The awarded cost for the combined ECMs (construction only) was approximately $16 million. These ECM projects will help the VA meet energy and sustainability related mandates for Federal facilities, energy security and independence, and the VA s goal of reducing its energy intensity.
The purpose of this contract is to procure a broad range of services associated with commissioning oversight for the ECM projects at the facility. Tasks could be basic factory acceptance to the full range of commissioning support.
VA intends to acquire the services necessary to satisfy this requirement through limited competitive means - SDVOSB firm must complete 51 percent of the work.
The complete solicitation document file is attached. All questions should be emailed to maina.gakure@va.gov by February 16 NLT 11:00 am (EST) and a response to the questions will be posted as an amendment to the solicitation. This solicitation closes on Friday February 17 before 8:00 am (EST) [send quotes by email only]. Point of contact is maina.gakure@va.gov or 202 461 6849.
