About this opportunity
This notice seeks to award a firm-fixed-price sole-source contract to Boeing Corporation for the manufacture of a G1 Test Bench capable of testing GCU units for the FA-18 E/F aircraft. The Naval Air Warfare Center - Aircraft Division Lakehurst intends to award this contract on behalf of the Fleet Readiness Center South West to support their requirements. Boeing is identified as the sole designer and developer of the required software and is the only source able to provide the associated air system support. Responses to this pre-solicitation notice will be considered through May 10, 2019 solely to determine whether to conduct a competitive procurement.
No set-aside will be used for this opportunity. Boeing Corporation as the original equipment manufacturer and current contractor is the only source considered capable of providing the engineering data, facilities, and capabilities required due to its role as designer and integrator of the proprietary software employed. The government does not have sufficient data to enable competitive bidding for items requiring Boeing's technical expertise.

The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis, to Boeing Corporation, St. Louis, MO (CAGE 76301) for the manufacture of the G1 Test Bench capable of testing GCU units for the FA-18 E/F aircraft. This procurement is required to support the Fleet Readiness Center South West (FRCSW). Boeing Corporation is the sole designer, developer, manufacturer and integrator of the software code employed by the proposed G1 Test Stand and is the only source with the requisite knowledge, experience and technical expertise to produce the modernized variant of this equipment.
An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above items and enable a competitive procurement. Boeing Corporation, as the Original Equipment Manufacturer (OEM), is the only source with the technical data, facilities and capabilities required to provide the associated air system and sustainment support for the G1 Test Stand requirements.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
