About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 6 (Network Contracting Office 6) issued a Special Notice on November 12, 2025, announcing its intent to award a sole-source contract for Homeless Veteran Transitional Housing. The contract will be awarded to Daily Planet Inc. under a base plus 4-year firm fixed-price arrangement effective April 1, 2026. This Special Notice pertains to the provision of temporary housing and transitional services specifically for veterans experiencing severe mental illness. The service area encompasses a 20-minute commuting distance from the Richmond Veterans Affairs Medical Center (VAMC) in Richmond, Virginia, or providers must be capable of furnishing transportation to the facility. The procurement falls under NAICS code 624229 (Other Community Housing Services) with a $19.0 million size standard.

The government's rationale for this sole-source procurement stems from market research determining that Daily Planet is the only available source within the specified geographic area capable of delivering these specialized services to veterans with severe mental illness. Although this is not a competitive solicitation and no formal Request for Proposals will be issued, interested parties have the opportunity to submit capability statements demonstrating their qualifications and ability to perform within three calendar days of the notice publication. Interested firms must contact the Contracting Officer, Gordon Burns, via email at gordon.burns@va.gov and must clearly identify their business classification (large, small, small-disadvantaged, 8(a), or woman-owned) and ownership status (U.S. or foreign-owned). Firms submitting proprietary information must appropriately mark such data, and the government assumes no obligation or cost associated with capability statements received. This notice represents an opportunity for contractors to potentially challenge the sole-source determination by demonstrating comparable capability to provide transitional housing and support services to homeless veterans with mental health conditions.
