About this opportunity
The Department of Veterans Affairs Network Contracting Office (NCO 21) is seeking Readjustment Counseling Services for the VA Sierra Nevada Health Care System, specifically targeting veterans, active-duty service members, and their families in North-East Nevada. The solicitation requires contractors to provide licensed mental health professionals capable of delivering individual, group, and family counseling services to individuals experiencing military-related trauma. Interested contractors must submit a comprehensive response by April 23, 2025, at 1:30 PM PST, including details about their socioeconomic status, company information, capabilities statement, and prior experience in readjustment counseling. Key qualifications include having current System for Award Management (SAM) registration, professional licensing for mental health practitioners, and the ability to develop individualized service plans. The evaluation will focus on contractors' capabilities, experience, and potential to meet the specified performance objectives.
The solicitation does not indicate a specific set-aside designation, though it encourages participation from small businesses, particularly Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB). The contract will have a base year from July 1, 2025, to June 30, 2026, with potential for two additional optional years. Contractors must demonstrate the ability to perform at least 50% of contract work using their own personnel, in compliance with Federal Acquisition Regulation subcontracting limitations. While specific award value is not disclosed, the procurement falls under NAICS Code 621330 with a small business size standard of $9.0 Million. Performance will be evaluated through quarterly reviews and annual site visits, with services limited to providers physically located in North-East Nevada.
