Interested vendors must submit capability statements, proposals, or quotations by 10:00 AM Eastern Time on March 4, 2026, to Ron Shelko and Michelle Rhodes at the VA, including required company information, CAGE codes, SAM UEI, and relevant contact details with the solicitation number 36C77626Q0118 in the subject line. Eligible contractors must directly own, operate, or manage the race event platform and infrastructure; third-party brokers, booking agents, or intermediaries without direct operational control are explicitly excluded from consideration. The contractor must design and deliver a complete 1.2-mile custom adaptive course featuring 15 specified obstacles, accommodate approximately 300 Veteran participants with varying physical abilities and mobility impairments, and provide all supporting services including permits, insurance, participant access management, timing systems, and on-site staffing. The NVSSC represents a national initiative by the Secretary of Veterans Affairs to empower Veterans with disabilities to engage in fitness and summer sports activities, promoting healthy and active lifestyles through rehabilitation and community reintegration programming.
