About this opportunity
Air Education and Training Command issued a Special Notice on August 17, 2026 posting questions and answers for a draft solicitation supporting the Air Force Credentialing Opportunities On-Line (AFCOOL) program at Maxwell AFB, set aside for Total Small Business, with a response deadline of August 21, 2026. The requirement is for purchase agents to manage credentialing exam payments, student enrollment processing, and purchasing coordination for Air Force personnel seeking professional certifications.
Contractors must evidence financial capability of $1.5 million access at proposal submission from a reputable financial institution (conditional factoring letters acceptable) and obtain and maintain commercial credit instruments with required monthly spending limits rather than relying on government-issued purchase cards. Staffing levels are contractor-determined based on historical data showing 4–5 FTEs with no government-mandated minimum or maximum. Performance occurs on-site at Maxwell AFB with situational telework approved case-by-case. Payment error rates must not exceed 1 percent monthly, and contractors must meet cost-saving targets of 5 percent reduction against the 2026 baseline for the 2027 performance period. Past performance from teaming partners or subcontractors performing 25 percent or more of the work receives evaluation equivalency to the offeror's own performance. VPN access is not required; CAC-card access only is necessary. The PWS will be revised to use consistent labor category titles ("Purchasing Agent Manager"), and Attachment 2 has been revised to request Unique Entity Identifiers through SAM.gov instead of DUNS numbers.
