About this opportunity
The Naval Sea Systems Command (NAVSEA) intends to award a follow-on contract for sustainment and modernization services related to the DDG 1000 Class Zumwalt Combat System (ZCS). The procurement encompasses critical sustainment engineering, design, integration, test and evaluation, software development, modernization design and engineering, system upgrades and replacements, logistics product development and distribution, configuration management, and training systems development and sustainment. This is a non-competitive procurement being pursued under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, with the government asserting that only the incumbent contractor possesses the necessary capabilities without causing unacceptable delay due to the highly integrated and complex nature of the ZCS and the lack of a complete Technical Data Package. Although this is not a request for competitive proposals, interested parties may submit capability statements or proposals by 3:00 pm EST on January 5, 2026, with responses to be considered solely for determining whether to conduct a competitive procurement. The anticipated contract award is scheduled for Fiscal Year 2027.
Raytheon Technologies (RTX), Missile Defense Systems (RMD), located in Tewksbury, is identified as the incumbent contractor and sole responsible source for this requirement. No small business set-aside or other set-aside designation is being used for this procurement. The contract will be awarded as a single, five-year effort consisting of one base year and four option years to continue sustainment and modernization support for all three DDG 1000 Class ships currently supported under existing contract N00024-22-C-5522. The government has not disclosed a specific award value or budget range in this pre-solicitation notice. This procurement falls under NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC code 1230 (Fire Control Systems, Complete).
