About this opportunity
The National Aeronautics and Space Administration Shared Services Center is seeking to procure Zuken software maintenance licenses and related modules for a one-year period from June 1, 2026, through May 31, 2027. This is a sole source requirement under FAR 12.102(a), with NASA determining that Zuken USA Inc. is the sole provider capable of delivering the required services. The procurement will be conducted under FAR Part 12 procedures for commercial items, classified under NAICS code 541512 (Computer Systems Design Services). Organizations interested in contesting the sole source determination may submit written capabilities and qualifications statements to Procurement Specialist Shanna Patterson at Shanna.L.Patterson@nasa.gov by April 10, 2026, at 7 a.m. Central Standard Time. The government will evaluate submissions solely to determine whether a competitive procurement should be conducted instead, retaining complete discretion to proceed with the sole source award or open competition based on responses received. Oral communications are not acceptable; all submissions must be provided in writing.
No set-aside designations apply to this procurement. Zuken USA Inc., located at 238 Littleton Road, Suite 100, Westford, Massachusetts 01886, is identified as the incumbent contractor for this sole source award. The requirement encompasses 44 licenses across 14 line items of various Zuken products and modules, including E3.series 120 Professional Maintenance, Harness Builder Extensions, E3.formboard 120 Maintenance, Engineering Desktop for DS-E3, Framework Engine for DS-E3, and specialized modules such as 3DTransformer for CREO and PLM interface options. All maintenance licenses are specified on a floating basis to allow flexible deployment across operations. Performance will take place at NASA Langley Research Center in Hampton, Virginia 23681, with electronic delivery of the licenses and services.
